Donetsk regional head Vadym Filashkin said 18 people were wounded and accused Russia of targeting buses carrying passengers. Kramatorsk and neighbouring Slovyansk sit in the area Moscow is trying to take as part of its claim to Donbas.
President Volodymyr Zelensky said the strike would not go without a response. On Telegram he said Russia was trying to destroy all life in Donbas and that allies needed to react harshly. Local prosecutors posted images of a burned bus shell and debris on the road, the BBC said.
Later Friday briefs from other outlets put the two-day civilian death toll higher, including a Just Security summary of Zelensky accusing the United States of being unwilling to help after a bomb attack he said killed at least 35. Those later totals are not substituted for the BBC's bus figure.
