Modi said technology reaches scale only when it gains trust, and that cyber crime does not respect borders. He described cases in which a person in one country uses a second country to commit a crime in a third. He said deepfakes had become a major challenge and asked countries to work toward a framework for the threat.
He specifically asked the GSMA and telecom operators worldwide to help build a mechanism that can stop fraud before it reaches people. He said governments, technology companies, telecom operators and financial institutions need to work together.
Modi said India had gained experience in tackling cyber fraud and was ready to share what it had learned. He also said phone and network security need to be strengthened as digital services spread into daily life.
