The Turkish Defense Ministry said Thursday that Ankara and Paris signed a roadmap for consultations, hybrid-threat work, joint exercises and defense-industry projects.


Turkey and France have signed a roadmap to expand defense and security cooperation, the Turkish Defense Ministry said on Thursday, Daily Sabah reported. The ministry announced it at a weekly briefing at Golcuk Naval Shipyard in Kocaeli, during the yard's 100th anniversary.

The roadmap covers regular security consultations, work against hybrid threats, more intelligence sharing and better interoperability. It also calls for coordinated training in third countries.

Military plans include joint training, exchanges between academies, port visits and exercises by land, naval and air forces. On industry, the two sides aim at joint projects, technology sharing and more contact between defense companies. Meetings are to alternate between Ankara and Paris, with the first in the last quarter of 2026.

The same briefing included criticism by spokesman Rear Adm. Zeki Akturk of Israeli raids and strikes in southern Syria. That comment is separate from the France roadmap.

The row is filed under Turkey because the announcement came from the Turkish Defense Ministry. A French government text of the roadmap was not in the Daily Sabah account.
