President Claudia Sheinbaum signed a constitutional reform decree on Wednesday barring people with dual nationality from running for the presidency, a state governorship, or head of government of Mexico City, Xinhua reported. The decree had been approved by both chambers and ratified by the required number of state legislatures, and was to be published in the Official Gazette.
Sheinbaum said at her daily press conference in the National Palace that no president or governor may hold dual nationality. Candidates must renounce any other nationality before registering. The new rules apply from the 2028 electoral process even though the decree takes effect on publication.
Legal counsel Luisa Maria Alcalde described the measure as a way to prevent foreign interference. The presidency had sent the initiative in August. Forbes Mexico reported that the Senate approved it on 29 September by 86 votes to 42, after the Chamber of Deputies passed it on 22 September.

The decree does not remove dual nationality as a general right. It limits who may hold the listed offices.
