President Claudia Sheinbaum issued a decree on October 7 amending articles 82, 116 and 122 so that presidential, gubernatorial and Mexico City executive candidates must hold only Mexican nationality from the 2028 elections.
Mexico published on October 7 a constitutional decree requiring sole Mexican nationality for the presidency, state governorships and the leadership of Mexico City. President Claudia Sheinbaum issued the text from the executive residence in Mexico City after Congress and a majority of state legislatures approved changes to articles 82, 116 and 122.
The amended article 82 says a presidential candidate must be a Mexican citizen by birth, the child of a Mexican father or mother, must not hold or acquire another nationality, and must have lived in the country for at least 20 years. Anyone who already has another nationality must renounce it before registering as a candidate. A person in office may not acquire another nationality, use a foreign passport, exercise foreign political rights or seek foreign diplomatic protection.
Sheinbaum said on Wednesday that no president or governor may have dual nationality and that the rule applies from the 2028 election process. Excelsior reported the government position that the change is not a general ban on dual nationality for other Mexicans.
The decree is the publication step after legislative approval. It does not remove anyone now in office. Anadolu and Excelsior both reported the signing.
The official text sets the candidate rule. It does not list individuals who would be barred.
