A decree signed by President Claudia Sheinbaum and published on 7 October amends articles 82, 116 and 122 so candidates for president, governor and Mexico City chief of government must not hold another nationality. It applies from the 2028 elections.


Mexico published a constitutional decree on 7 October requiring single Mexican nationality for anyone seeking the presidency, a state governorship or the leadership of Mexico City, the Diario Oficial de la Federacion recorded. President Claudia Sheinbaum signed the decree the same day.

The text amends articles 82, 116 and 122. To be president, a candidate must be a Mexican citizen by birth, the child of a Mexican father or mother, must not hold or acquire another nationality, and must renounce any other nationality before registering as a candidate. The candidate must also have lived in the country for at least 20 years. Parallel limits apply to governors and the Mexico City chief of government.

Congress said the change had the qualified majority and the approval of a majority of state legislatures and the Mexico City congress required under article 135. The decree takes effect the day after publication. A transitional article says it applies from the election process corresponding to 2028.

Sheinbaum said no president or governor may have dual nationality and that, from 2028, only a person who is solely Mexican can seek those offices, Excelsior reported. The government has said the reform does not bar dual nationality in general, only for those candidacies.
