India's external affairs minister said New Delhi wants the war ended through dialogue and has recently become more involved on Black Sea shipping safety and grain exports.


External Affairs Minister S. Jaishankar said on Sunday that India is going beyond advocacy on the Russia-Ukraine conflict, including Black Sea safety and grain-export arrangements.

He said India's position remains that the war should end through dialogue and diplomacy, and that New Delhi has argued for negotiations for years. In recent months, he said, India has become a little more involved beyond advocacy.

The comments came as Jaishankar addressed the Munich Leaders Meeting in New Delhi. In related remarks reported on Sunday, he described the United States as having deliberately become a lonelier power and pointed to sharper competition with China, which he said sees itself as a unique country.

He also said India-China relations are better than a year ago because the border standoff has eased, and that the state of the border determines the state of the relationship. He cited the International Solar Alliance and the Coalition for Disaster Resilient Infrastructure as Indian-backed groupings that are not limited to the largest powers.

Jaishankar did not announce a new mediation format or a date for talks. The practical test of the beyond-advocacy claim is whether Black Sea shipping and grain arrangements produce further Indian involvement in the weeks ahead.
