President Donald Trump said on Friday after what he called a highly successful phone discussion with Russian President Vladimir Putin that Russia agreed to supply more than 300000 metric tons of diesel immediately to US and global markets followed by 500000 tons in November and another million thereafter. Additional volumes up to 3 million tons could follow depending on the condition of Russian refineries that have faced Ukrainian attacks.

The US Treasury Department issued a temporary general license allowing Russian-origin diesel transactions through April 7 2027 marking a reversal of long-standing sanctions aimed at limiting Moscow energy revenues amid the Ukraine war. Other Russian assets remain frozen. Putin confirmed Russia's readiness to supply oil and petroleum products to US and global markets.

Ukraine President Volodymyr Zelenskyy called the arrangement a gift to Putin that invests in prolonging the war rather than ending it. US diesel prices stood near 6.28 dollars a gallon according to AAA data. The move comes weeks before US midterm elections as high fuel costs have been a political concern.

Russian Deputy Prime Minister Alexander Novak said Russia began lifting some of its own diesel export restrictions. The license does not lift all energy sanctions and applies specifically to diesel loaded under the terms. Officials from both sides described the talks as focused on global energy conditions.
